I have a problem with my 40hp Evinrude (Model No. AE40ELCEC) manual tilt.

The motor hasn't been used for a couple of years and the leg has been in the down position.  The locking lever on the left (port side) of the outboard was partially seized but now moves freely. When I tried to raise the leg it wouldn't lift up. 

Would the problem be  the hydraulic arm?

 

Any ideas on fixing the problem?

Hello this engine uses a hydraulic assist cylinder. the cylinder looses its hydraulic pressure and is not serviceable. you will need to verify if cable is pulling up on actuator. the lower pin holds the cylinder in place and can be removed to help check cylinder by removing cable and manually checking cylinder to help dertermine if problem is cable or cylinder failure.
