 i have an 89 johnson 40 hp outboard,, i was wondering if there is a fuel pump in it or filter i see this almost clear thing inline [ in the fuel line] looks like a filter i was runninng it on the lake i dont see much fuel in that filter [ if it is a filter,, kinda loss power not running at full power if i give it full throttle it kinda acts like its flooding out a little  is it possible its a choak stuck? or do i need to look into a fuel pump?? please help me

the white unit is a fuel filter and may not be full. the manual choke red lever should be turned clockwise to closed position. the vacuum hose on fuel pump should be checked for fuel in hose or vacuum test.

thank you.... where is the fuel pump??
 someone told me to make sure the spark adavnce is working too because it runs good just wont come up to full power anymore,,, in any case where is the fuel pump located?
